本文从思想观念、制度文化、伦理道德、风俗习惯和宗教信仰等方面对青藏铁路沿线藏区的人文环境问题进行概要的述评,以期解决两个层面的问题,一是通过综合评估,使当地政府和群众意识到人文环境的优劣对社会经济发展带来的直接或潜在的影响,认识到改善、优化人文环境的重要性,树立全民人文环境意识:二是通过综评,集中反映青藏铁路沿线藏区在诸如思想观念、制度文化、宗教信仰、伦理道德及风俗习惯等方面表现出的与改革开放和大规模经济建设不相适应的人文环境问题,使人们对改善、优化旧的人文环境,逐步适应新的人文环境有一个思想理论和心理方面的准备。
