近年来随着政府采购制度改革的深入,通过引入招投标机制,极大规范了我国事业单位采购活动。政府采购制度提高了事业单位财政支出和采购活动的透明度,对于保障财政资金专款专用、提高采购质量具有重要意义。事业单位作为接收国家财政资金,向社会提供教育、科技、文化、卫生等公益性服务的机构,采购活动将直接影响其社会效益创造能力。本文梳理了政府采购的概念、特征及流程,总结了事业单位政府采购存在的普遍性问题及不足,并提出强化事业单位政府采购管理的措施和建议。
In recent years, with the deepening reform of the government procurement system, the introduction of the bidding mechanism has greatly standardized the procurement activities of our institutions. This paper reviews the concept, characteristics and process of government procurement, summarizes the general problems and shortcomings of public procurement in public institutions, and puts forward measures and suggestions to strengthen government procurement management of public institutions.
