为扭转江垭枢纽引水发电系统施工初期严重滞后的被动局面 ,业主充分发挥工程建设的主导作用 ,合理调整施工进度计划 ,以关键路径为导向 ,制定切实可行的阶段目标 ,实行目标管理 ,严格控制关键项目工期。为了解决施工现场的矛盾 ,业主决定采取在施工现场召开协调会的方式 ,研究解决施工中出现的各种矛盾或技术问题 ,当天的问题当天解决 ,决不拖沓 ,大大提高了工作效率。同时也增加了业主、监理、设计与承包商之间的沟通和联系。为顺利实现江垭水利枢纽工程提前发电目标起到了积极的推动作用
