作为一级党委来说,决策正确与否事关重大,科学决策能力的强弱,决策效能的好坏,直接影响到部队的全面建设。实践证明,提升决策效能,增强决策的科学性,仅靠领导者的能力素质、作风修养等是不够的,必须建立完善高效的决策效能监督机制。建立决策效能评估机制,加强上级党委对下级党委的监督。一方面,要抓紧建立科学规范、简便易行的决策效能评估指标体系。这个指标体系要能够全面准确地反映党委决策的质量和效果,上级党委依据该指标体系,对下级党委的重大决策,定期组织检查,对决策效能进行评估审议。另一方面,要健全决策效能评估保障机制。完善决策监管机制,在程序上设定,下级党委的重大决策,上级要派人参加,负责客观地做好系统全面的记录,上报备案,并署实名对其真实性负责;
As a Party committee at the first level, the correctness of the decision-making is of great importance. The strength of scientific decision-making ability and the effectiveness of decision making directly affect the overall construction of the armed forces. Practice has proved that to enhance the efficiency of decision-making and to enhance the scientific nature of decision-making, it is not enough to rely solely on the ability and quality of the leader and the accomplishment of the work style.
