利用合同功能 强化职工管理

随着企业用工制度的改革,劳动合同制已成为企业的主要用工制度。如何利用好这种制度,充分发挥合同功能强化职工管理,就成了新时期加强职工队伍建设的一个重要课题。目前,企业实行合同制的效果如何?经调查,一个共同的反映是:形式变了,但“内容”没有多大变化。具体表现在:用工形式变了,由固定工变成了合同工;职工工资待遇变了,签订合同后职工每月工资福利增加了15%。但是,职工作为固定工的观念并没有根本转变,认为签订了劳动合同只是形式的变化,其实质还是固定工,或叫“固定合同工”。职工能进不能出的心态也没有改变,尽管一些职工表现不好,也无法将其“请”出去;个别实在不得已需“请”出去的,也只是除名了事,根本不触及合同;有的职工向企业提出了解除合同申请,但在企业没有同意的情况下不辞而别,企业也拿着没办法。此外,职工生产、工作的积极性也没有因为用工形式的变化而随之提高,主人翁精神也没有明显增强。 With the reform of the enterprise employment system, the labor contract system has become the main employment system for enterprises. How to make good use of such a system and give full play to the contract function to strengthen the management of employees has become an important issue in strengthening the construction of the work force in the new period. At present, how effective is the implementation of the contract system by enterprises? After investigation, a common reflection is that the format has changed, but there has been little change in the “content”. The specific manifestation is that: the form of employment has changed, and the fixed workers have become contract workers; the wages and salaries of employees have changed, and the monthly salary and welfare of workers has increased by 15% after signing contracts. However, the concept of workers as a permanent worker has not fundamentally changed. It is considered that the signing of a labor contract is only a change in form. The essence of this is a fixed worker, or a “fixed contractor.” There is no change in the mentality that employees can enter or leave. Although some employees do not perform well, they can’t go out and “please” to go out. Individuals are forced to go out and “please go” to go out. They just remove the name and do not touch it at all. The contract; some employees proposed to the company to cancel the contract application, but the company did not resign without consent, the company also held no way. In addition, the enthusiasm of employees in production and work has not been improved due to changes in employment patterns, and the sense of ownership has not significantly increased.
