随着企业用工制度的改革,劳动合同制已成为企业的主要用工制度。如何利用好这种制度,充分发挥合同功能强化职工管理,就成了新时期加强职工队伍建设的一个重要课题。目前,企业实行合同制的效果如何?经调查,一个共同的反映是:形式变了,但“内容”没有多大变化。具体表现在:用工形式变了,由固定工变成了合同工;职工工资待遇变了,签订合同后职工每月工资福利增加了15%。但是,职工作为固定工的观念并没有根本转变,认为签订了劳动合同只是形式的变化,其实质还是固定工,或叫“固定合同工”。职工能进不能出的心态也没有改变,尽管一些职工表现不好,也无法将其“请”出去;个别实在不得已需“请”出去的,也只是除名了事,根本不触及合同;有的职工向企业提出了解除合同申请,但在企业没有同意的情况下不辞而别,企业也拿着没办法。此外,职工生产、工作的积极性也没有因为用工形式的变化而随之提高,主人翁精神也没有明显增强。
