社区共管已经成为自然资源管理的一种趋势,但这种模式在中国仍处于初级阶段,如何推广这种方法,特别是实现这种方法的机制化,是这个领域研究的焦点。机制是建立在产权制度基础上的,中国目前的产权制度阻碍了社区共管的发展,在不改变所有制性质前提下的合理分权是社区共管改进的关键。本文通过分析中国四个自然保护区的具体情况,提出了产权建设意见和社区共管的改进运行模式。 Community co-management has become a trend of natural resource management. However, this model is still in its infancy in China. How to promote this method, especially the institutionalization of this method, is the focus of research in this field. The mechanism is based on the property rights system. The current property rights system in China hinders the development of community co-management and the proper decentralization without changing the nature of ownership is the key to improving the community. Based on the analysis of the specific conditions of four nature reserves in China, this paper puts forward the opinion of property right construction and the improved operation mode of community condominium.
