问题的提出澳门自1991年《建筑安全与卫生章程》颁布以来,政府为实施法规做了大量工作。但是,建筑业及雇主均感执行起来困难重重,有苦难言。原因是多方面的,彼此相关,有些涉及社会深层次问题。 (一)作为法规保障对象的雇员方面 1.对保障自身安全及健康的意识不足,往往基于便利或习惯拒绝使用个人防护设施。
PROBLEM PROBLEMS Since the enactment of the Statute on Building Safety and Health in Macao in 1991, the government has done a great deal of work in implementing the laws and regulations. However, both the construction industry and employers are feeling difficulties and hard-pressed words to implement. The reasons are many, related to each other, and some involve deep-seated problems in society. (A) Employees as targets of statutory protection 1. Inadequate awareness of safety and health protection, refusal to use personal protective equipment is often based on convenience or custom.
