随着中国经济的发展,民航业快速的发展,民航运输的规模不断的扩大以及机场的辐射人口持续增加,导致终端区和机场的航班起降增多,国内许多的终端区和机场航班的密度越来越大,终端区和机场空域变得非常拥挤,比如北京、上海、成都、广州等。同时低空的开放,通用航空的快速发展,使飞行员、空管等工作负荷增加,航班的正点率不断下降。与之形成鲜明对比的是航空器的性能和空域没有充分利用。飞行程序是为进场着陆和起飞离场的飞机提供安全、简便、经济的运行路线,并确保飞机在上述飞行阶段中的安全,当前飞行飞行程序都过分依靠导航台,而忽视了依靠地标的目视飞行程序。
