电力市场环境下,竞争机制已延伸到配电环节。随着大用户直购电的试行,开放输、配电网,研究输配定价和适应市场竞争的配电管制已成为电力市场改革中一个重要的研究课题。借鉴国际上的电力管制经验,结合我国的实际情况,提出了一套基于标尺竞争的结合价格管制和供电质量监管的配电企业激励性监管模型及方法。该模型在强调价格监管的同时,引入供电质量监管。对价格监管采用价格上限管制方式,质量监管从我国现行的供电可靠率和电压合格率两方面进行控制。采用数据包络分析方法建立了相应的管制模型,并以实例验证了该方法的可行性和有效性。研究成果有望为我国电力行业稳步推进对价格和服务质量的监管,建立现代电力监管体系提供理论指导。
In the electricity market environment, the competition mechanism has been extended to the distribution sector. With the trial of direct electricity purchase by large users, open transmission and distribution networks, the distribution control that studies the pricing of transmission and distribution and adapts to market competition has become an important research topic in the electricity market reform. Draw lessons from the international experience of power control, combined with the actual situation in our country, put forward a set of incentive regulation model and method based on the scale competition combining with price control and power supply quality supervision. The model emphasizes price regulation and introduces power quality regulation. Price regulation on the use of price ceiling control, quality supervision from the current reliability of the supply of electricity and the voltage pass rate control. The corresponding control model is established by data envelopment analysis. The feasibility and effectiveness of this method are verified by an example. The research results are expected to provide theoretic guidance for China’s power industry to steadily push forward the supervision of price and service quality and establish a modern electricity regulatory system.
