为了适应我国加入世界贸易组织和履行对外承诺的需要,省人民政府对自1988年至2001年底发布的省政府规章和省人民政府负责实施的有关地方性法规进行了清理。现将已由省人民代表大会常务委员会废止的7件地方性法规和省人民政府废止的53件省政府规章公布如下:一、地方性法规(7件)(一)海南省地方性法规制定程序条例(1988年11月11日公布)(二)海南省保护妇女儿童合法权益的规定(1989年8月20日公布)(三)海南经济特区土地使用权有偿出让转让规定(1990年3月26日公布)
In order to meet the needs of China’s accession to the World Trade Organization and fulfill its external commitments, the provincial people’s government cleared the provincial government rules and regulations and the relevant local laws and regulations issued by the provincial people’s government from 1988 to the end of 2001. Now the provincial people’s Congress Standing Committee has repealed 7 pieces of local laws and regulations and the Provincial People’s Government abolished 53 provincial government regulations promulgated as follows: First, the local laws and regulations (7) (A) Hainan Province, local laws and regulations development process (Promulgated on November 11, 1988) (II) Regulations for the Protection of the Lawful Rights and Interests of Women and Children in Hainan Province (Announced on August 20, 1989) (3) Provisions on the Assignment and Transfer of Land Use Rights in Hainan Special Economic Zone (March 26, 1990 Released on
