本篇文章首先结合国企改革新要求以及转制科研院所的实际情况,明确了评价重点;其次,从绩效评价指标体系的设计原则入手,在指标设置上强化“管资本”的理念,选取杜邦分析法的四个核心指标作为反映评价测度的关键性评价指标,在降低绩效评价过程难度和增强接受程度的同时,对经营绩效进行了有效的纵向评价;再次,运用功效系数法评价模型,在确定评价标准值和基准值、明确评价标准、确定各项指标权重的基础上,对经营绩效进行了有效量化,并形成直观的横向评价结果;最后将量化的评价结果进行了合理的应用,完善并建立了经营绩效评价体系,以更有效
