公民社会因素自在中国破壳之后,其力量一直在不断发展和壮大,其成长的“助推器”也随着客观环境的优化而增多,其中最为明显的一个即是网络媒体的发展。网络作为公民社会建设的有效平台,是一种新型的公民社会建设渠道,就其对公民社会建设的作用而言,应该同时看到它的建设性和破坏性、发展空间广阔性和现实局限性。文化建设新时期国家对网络文化建设的高度重视,必然会使公民社会建设的网络途径得到优化和完善,从而使网络条件下的文化建设新时期成为公民社会建设的重要机遇期。
