Introduction The U.S. Congress established the National Earthquake Mitigation Initiative (NEHRP) in 1977 to reduce the risk of U.S. life and property damage caused by future earthquakes. The 1977 Earthquake Disaster Mitigation Act (Public Law 95-124) guided the President in “establishing and implementing an effective earthquake disaster mitigation plan.” The U.S. Congress acknowledged that the earthquake could be a natural disaster for the country’s largest single event.
