2007年1月18日,悬挂英国旗的集装箱船“MSC Napoli”号在英吉利海峡因主机失灵而被迫弃船。在英国海事海岸警卫局将其拖往附近Portland港口途中,因船体两侧出现了1.5米裂缝面临断裂危险,英国政府决定将其搁浅在英格兰西南的德文郡(Devon)海岸。搁浅后,约有150个集装箱掉落海面,包括两个装有危险物品的集装箱,船上燃油也开始泄漏。“MSC Napoli”号1991年按照法国船级社(BV)标准建造,船东为法国CMA CGM公司。2001年,因在新加坡海峡触礁搁浅,在越南Vinashin船厂进行修理,更换钢铁达3千吨。2002年Zodiac海运公司买入该船,船级由BV转入DNV,2004年改名为MSC Napoli。在此次事故前,该船从未被PSC滞留,目前也没有任何船级条件。“MSC Napoli”号事故在欧洲引起激烈争论。争论的内容涉及船员配备、赔偿责任、船舶设计和转级责任划分等诸多方面,引起国际海事界的高度关注。
On January 18, 2007, the container vessel “MSC Napoli” flying the British flag was forced to abandon its ship in the Channel because of host failure. On the way to Britain’s Maritime Coast Guard on its way to the nearby Portland Harbor, the British government decided to run aground on the Devon coast in southwestern England due to a 1.5-meter-long crack facing the two sides of the hull. After stranded, about 150 containers dropped to the sea, including two containers of dangerous goods, and the fuel on board also began to leak. The “MSC Napoli” was built in 1991 in accordance with the rules of the French Classification Society (BV) with the owner CMA CGM of France. In 2001, the reactor was stranded at the Singapore Strait and repaired at the Vinashin Shipyard in Vietnam, where it replaced 3,000 tons of steel. Zodiac shipping company in 2002 to buy the ship, the classification transferred from DNV to DNV, in 2004 changed its name to MSC Napoli. Prior to the accident, the ship was never stranded by the PSC and there are currently no class conditions. The “MSC Napoli” accident caused a fierce debate in Europe. The content of the controversy involved many aspects such as crew equipment, liability, vessel design and the division of responsibility of responsibility, arousing great attention of the international maritime community.
