林权抵押贷款作为农村产权改革和农村金融的双重创新,不仅可以盘活森林资源,也可为林业发展提供融通资金。通过对四川省第一批集体林权制度改革试点县中的三个县的入户调查和机构访谈,发现四川省林权抵押贷款发展较慢,主要原因就是贷款模式单一和创新不够。通过对四川省现有的林权抵押贷款四种模式的分析,同时借鉴其他省份的经验,提出“基地+公司+林农联保贷款+集体森林保险”和“批发式资金模式+清洁发展机制项目”两种新的贷款模式,并对其推进的路径进行了阐述。
As a double innovation of rural property right reform and rural finance, forest right mortgage loan can not only activate forest resources but also provide financing for forestry development. Through the household surveys and institutional interviews with the three counties in the pilot counties of the reform of collective forest right system in Sichuan Province, we find that the development of forest tenure mortgage loans in Sichuan Province is slow. The main reason is that the loan model is not single and innovation is not enough. Through the analysis of the four modes of the forest-property right mortgage loan in Sichuan Province and the experience of other provinces at the same time, this paper puts forward “the base + company + forest farmer loan + collective forest insurance” and the “wholesale fund mode + cleaning Development Mechanism Project ”two new loan models, and describes the path of its promotion.
