专业技术类公务员是为实施公共管理提供专门的技术支持和技术保障的人才队伍,是提升公共管理专业技术水平的重要基础。我国目前还没有建立明确的专业技术类公务员分类管理制度,影响了专业技术类公务员在推动经济健康发展和保障社会繁荣稳定中的作用发挥。因此,专业技术类公务员分类管理成为我国公务员管理制度中迫切需要解决的问题。推进专业技术类公务员分类管理,关键是合理界定专业技术类公务员的范围。根据对专业技术类公务员概念的描述和专业技术类职位特征,同时借鉴国外专业技术类公务员分类实践方法,本文提出我国专业技术类公务员分类管理的思路和框架。
Professional and technical civil servants are professionals that provide specialized technical support and technical support for the implementation of public administration and are an important foundation for enhancing the professional technical level of public administration. At present, China still has not set up a clear classification system of professional and technical civil servants, affecting the role of professional and technical civil servants in promoting the healthy development of economy and ensuring social prosperity and stability. Therefore, the classification of professional and technical civil servants has become an urgent problem to be solved in the civil servant management system in our country. The key to promoting classified management of professional and technical civil servants is to define the scope of professional and technical civil servants rationally. According to the description of the concept of professional and technical civil servants and the characteristics of professional and technical positions, at the same time, drawing lessons from the practice methods of foreign professional and technical civil servants, this paper puts forward the train of thought and framework for the classification and management of professional and technical civil servants in China.
