湖北省宜昌县在长期解决山区农村人畜饮水困难的实践中,成功地摸索出了一种利用地下水窖、有效储蓄地表径流,解决农村人畜饮水困难的好办法,被当地群众誉为“天河水窖”。该水窖具有结构合理、投资少、水质卫生、不占地等优点,具有推广应用价值。1995年该县兴建水窖1000多口。今年,宜昌县委、县政府把兴建“天河水窖”列为全县“九五”期间农业科技十大推广项目之一,计划当年兴建水窖3000口,一个兴建“天河水窖”的热潮正在全县兴起。 宜昌县境内虽然有大小河流50条,但仍是一个缺水的县份,由于降雨量在不同的地区与季节很不均匀,不少的水是以洪水的形式白白流走,再加上地质构造属典型的“喀斯特”地区,山谷溶洞多,石灰岩遍及17
