2016年,国家按照市场定价、价补分离和保障农民合理收益的三个核心原则,将东北三省和内蒙古自治区的玉米临时收储政策调整为“市场化收购加补贴”的新机制。取消已持续8年的临时收储政策将对玉米市场产生深远影响,如何制定补贴政策,如何走好市场化之路,将关系到农民收益、产业健康发展、粮食安全等重大问题。
In 2016, according to the three core principles of market pricing, price separation and safeguarding the reasonable income of peasants, the state adjusted the policy of temporary storage and purchase of corn in the three northeastern provinces and Inner Mongolia Autonomous Region to a new mechanism of “market-oriented acquisition and subsidy”. The abolition of the temporary policy of purchasing and storing for eight years will have a far-reaching impact on the corn market. How to formulate a subsidy policy and how to take a market-oriented approach will involve such major issues as peasants’ income, healthy development of industries, and food security.
