经济学对现代化的研究关注其进程和发展战略。现代化内容包括科学技术现代化、人民幸福、经济结构现代化和社会发展水平现代化。全面小康的基本目标达到以后的经济发达地区有条件也有必要提出现代化的任务。就国内某个区域来说,能够率先推进的只能是基本现代化,全面现代化是就全国范围而言的。区域基本现代化的标志性指标需要区分出必要指标和可选择指标。作为进程来研究现代化,需要明确与推动现代化相关的发展方式、动力和相应的制度和战略。推动起飞和起飞后的现代化的基本动力是不一样的,前者靠投资大推动,后者则靠创新驱动。推进现代化实际上把政府作用推到了前台。既需要地方政府的强力推动,也需要改革政府的政绩考核机制。
Economic studies on modernization pay attention to its progress and development strategy. The modernization contents include the modernization of science and technology, the happiness of the people, the modernization of the economic structure and the modernization of social development. The basic objective of an overall well-to-do society must also put forward the task of modernization in order to meet the needs of economically developed areas in the future. As far as a certain region in the country is concerned, the only thing that can be advanced first is basic modernization, and the comprehensive modernization is nationally speaking. The basic indicators of regional modernization need to distinguish between the necessary indicators and optional indicators. To study modernization as a process needs to clarify the mode of development, impetus and corresponding institutions and strategies related to the promotion of modernization. The basic impetus behind the take-off and take-off modernization is different: the former is driven by investment while the latter is driven by innovation. The promotion of modernization actually pushed the government role to the forefront. It not only requires the strong promotion of local governments, but also the reform of the government’s performance appraisal mechanism.
