1939年10月至11月，忻口会战、太原会战全面失败后，华北地区全部沦于敌手。毛泽东指出，正规战已经退出华北战场，今后华北地区将转为以游击战为主，八路军应该到敌后独立自主地放手发动群众，壮大自己的力量，在敌后广大乡村建立抗日游击根据地。
