迄今为止,我国大多数国有企业的产权不够清晰,管理不够得力。这是其目前竞争力不强、效益不高的主要原因。产权改革使国有经济“有进有退”,整体实力增强,更能保持国有经济的主导地位。国有企业改革的另一关键是企业家的选择问题。我们应当逐步建立政府、专家与市场相结合的企业家选择机制,使那些具有敬业、冒险、创新精神,具有战略眼光与管理能力和水平的企业家居于企业领导地位。
So far, the property rights of most state-owned enterprises in China are not clear enough and their management is not effective enough. This is the main reason for its current competitiveness is not strong, efficiency is not high. The reform of property rights has enabled the state-owned economy to “advance and retreat,” and its overall strength has been enhanced. It has also been able to maintain its dominance of the state-owned economy. Another key to the reform of state-owned enterprises is the choice of entrepreneurs. We should gradually establish an entrepreneurial selection mechanism that integrates government, experts and markets so that those entrepreneurs who are professional, risk-taking, innovative, and have strategic vision and management abilities are in the leading position of the enterprise.
