这篇论文会在中国土木工程学会铁道工程支持农业学术会议上宣读过,获得与会者的好评。文章共分五部份,而以第三部份关于标准设计支农项目的规划为中心,对铁路标准设计如何支持农业的问题,作了较为全面、系统的探讨。铁道部党委第六次扩大会议通过的“关于支援农业、支持人民公社集体经济的决定和措施”指出,在今后相当长的时期内,铁路工作的方针是:“面向农村、支援农业、促进工业,保证物资交流、保证国防需要,城市乡村兼顾、客运货运兼顾,整车零车并重、长途短途并重”。作者根据上述方针的精神,在文章的第一、二部份里,从标准设计的性质与作用详细阐述了标准设计与铁路运输、铁路建设的密切关系,接着正确地指出:要把铁路标准设计纳入以农业为基础的轨道。首先要在设计人员中坚定地树立以农业为基础的设计思想。其次要全面安排制定标准设计支农项目的长短期规划,要充实设计内容、提高设计质量,及时为各方面提供质量优良的支持农业的标准设计图纸。而这就是标准设计支持农业的途径。在充分估计铁路运输对发展农业生产的积极作用之后,作者分析了铁路基本建设与农业生产的矛盾提出了“保证农业物资运输、少与农民争地……”等六个问题,并从标准设计的角度对这些问题提出有价值的解决意见。因本刊篇幅有限,现将论文的第三、四部份摘要介绍于下: This essay will be read at the China Civil Engineering Society Railway Engineering Support Agricultural Conference and received favorable comments from participants. First of all, designers must firmly establish the agriculture-based design ideas. Second, it is necessary to fully arrange the long-term and short-term planning for the development of standards-based agricultural support projects, enrich the design content and improve the quality of design, and provide timely and standard agricultural and sideline design drawings for all parties. And this is the standard design to support agriculture. After fully assessing the positive role of rail transport in the development of agricultural production, the author analyzes the contradictions between railway infrastructure and agricultural production and puts forward six questions: “ensuring the transportation of agricultural materials and striving for less with farmers ...” Point of view of these issues put forward valuable suggestions.
