本文对铁路全程联网运营质量管理的产生、内容和发展作了介绍，这一工作既是为了优化铁路本身大系统运营管理的需要，也是铁路为社会提供优质服务的需要。作者指出“全程联网”是不可分割的整体，“联网”的控制措施要以“全程”做基础“全程”的质量保证要以“联网”做重点。在推行中领导者要认识清楚，组织上要有专人负责，经济上要有联网奖励，技法上要注意现代管理方法的运用，并且还要制订计划自上而下地抓，才能取得较大成果。
This paper introduces the generation, content and development of the railway network operation quality management. This work not only aims to optimize the operation and management of large-scale railway system itself, but also to provide the railway with high-quality service for the society. The author points out that “full networking” is an indivisible whole, and “networked” control measures should be based on “full scope”. The “full” quality assurance should focus on “networking”. In the implementation of the leader to recognize clearly, there must be someone on the organization responsible, the economy should have networking rewards, techniques should pay attention to the use of modern management methods, but also plans to make plans from top to bottom in order to achieve greater results.
