公安机关作为与暴力恐怖分子作斗争的主要机关,应力求在打击暴力恐怖案件过程中成果的最大化,这不仅包括及时破案,案不漏人,从根本上讲,应将暴力恐怖案件的危害后果降到最低。这种后果的最低主要指,社会恐慌最小,人民群众伤亡最少,经济损失最低等。要实现此目标,就不能只靠案件发生后的积极侦破,而更应该注重案件尚处在预谋阶段时,对其进行及时侦破,以防止其进入实质危害阶段,只有这样才能实现公安效益在反恐斗争中的最大化。对尚处在预谋阶段的暴力恐怖案件进行侦破,主要应注重侦查体制上的健全和完善,侦查措施上的加强和创新。
