1964年4月10日,在第一次亚非会议召开9年之后,第二次亚非会议筹备会在印度尼西亚的雅加达拉开惟幕。然而,与会国家面临的局面却比9年前复杂多了:一是由于“万隆精神”对推动亚非国家的民族独立运动产生了极大影晌,殖民主义及霸权主义者千方百计采用收买、高压、挑拨离间等手段对第二次亚非会议进行阻挠、破坏;二是由于国际政治力量重新组合和亚非国家之间的关系出现了一系列新情况——中苏关系破裂,中印发生边界战争,印度、巴基斯坦也发生了武装冲突……
