行政评价旨在通过行政评价原则和具体指标导向来约束行政主体在合法、合理、可操作的范围内行使职权,通过行政评价结果对行政行为进行诊断,配之以适当的奖惩措施,来激发行政主体发挥自身的积极性、主动性和创造性,加强政府自身建设。行政评价可以激发行政主体对自身的违法和不当行为的免疫功能,可以遏制错误、反省不当的行政行为、鼓励正确的行政行为,并通过行政评价实现行政能力的全面提升。
