为确保观音阁水库惟幕灌浆的质量，在施工中建立健全了全面质量管理体系，即由水库建设管理局、公司（承包商）、公司施工处三方联合管理，对施工中的质量实行三级管理制度，对关键工序实行签证单制度．防渗惟幕灌浆的质量评价则根据质量评定结果、压水试验的资料以及灌浆过程中单位注入量的递减规律分析来确定．从最后评价的结果看，灌浆质量是好的，均满足设计要求标准．
