(一)切实推进高新技术商品化、产业化、国际化“三化”发展科学技术作为第一生产力,只有通过商品化、产业化和国际化,才能转化为现实的战略竞争力。在这个意义上,实现高新技术“三化”构成漕河泾开发区发展的最终目标。抓好高新技术商品化,关键是建立商品化转化的机制及相应的配套基地或机构,诸如创业服务中心。从现在起到2000年,漕河泾开发区要创办8～
