公共行政组织是国家行政职能的承担者,强大的公共组织权威是履行这一角色的重要基石.随着当前社会转型的深入,我国一些公共组织特别是一些地方公共行政组织的权威流失比较严重.公共行政组织会因其行为偏离公众利益,行政效率低下和缺乏对公众参与行政管理过程的回应而导致权威流失.
