山西中宇、陕西东盛和浙江广厦三个鱼腩球队在联赛前11轮都受困于外员问题,于是在联赛休战期间,这些球队提议“CBA 第二阶段的联赛允许更换外员”。早在本赛季开赛之初,CBA 联赛委员会已经明文规定,“联赛期间不得更换外员”。因此对于这些球队明显违背联赛规定的提议,联赛委员会决定召开会议,由24名委员投票决定。最后的结果是:12票反对,11票赞成,1票弃权,这一提议最终被“一票否决”。现在枉自猜测各个委员的立场并没有什么实际意义,但是由于24名委员分属于各俱乐部、篮管中心、推广公司和媒体,因此围绕着这一提议的博弈,还是颇有意思。事实上,当“不允许更换外员”的结果出来之后,16家甲 A 俱乐部立刻是“几家欢乐几家愁”。
