天津市津南区双港镇随着“三改一化”(即集改股、农改非、村改居和城乡一体化)的推进,还迁农民开始由农村进入社区、从平房搬进楼房,生活生产方式发生了巨大变化,随之而来的是矛盾纠纷的预防、解决难度不断加大。为积极应对这一突出问题,及时有效预防和化解社区矛盾纠纷,双港镇人民调解委员会努力探索新型社区矛盾纠纷预警机制,在七个还迁社区建立起横向到边、纵向到底的全覆盖预警系统,确保了矛盾纠纷的及早发现,就地化解。
