国家安全是政治、军事、经济、社会、环境、资源等要素的综合安全。重要基础设施是对公共安全和国计民生有重大或关键影响的设施与资产,对国家安全和社会稳定有重要影响。当前,恐怖主义活动、社会不稳定因素、事故灾难和自然灾害等非传统安全因素直接威胁到重要基础设施安全。重要基础设施安全与国家安全密切相关,预防是重要基础设施保卫工作的基本出发点,“以人为本”是重要基础设施保卫工作的根本,保卫工作规范和依据的法制化是增强重要基础设施保护工作权威性和统一性的必要途径。应明确我国重要基础设施的含义和范围、保卫工作的主体与职责、保护标准、具体措施等,实现保卫工作规范、依据的法制化和保卫工作方法、措施的科学化与系统化。
National security is the comprehensive security of political, military, economic, social, environmental and resource elements. The meaning and scope of the important infrastructure in our country, the main body and responsibilities of safeguarding the work, standards of protection and specific measures should be clarified so as to realize the standardization of the work, the legalization based on it and the safeguarding of the working methods and measures.
