产业升级和就业是经济发展面临的两大重要课题,在对现有文献回顾的基础上,本文首先回顾产业升级内涵,认为产业升级既包括产业间的结构升级也包括产业内的价值链攀升,二者相辅相成,缺一不可。在此基础上着重分析产业升级对就业的影响,大致可归纳为三个效应:一是产业升级能促进就业;二是产业升级会抑制就业;三是产业升级对就业的影响不确定。
On the basis of reviewing the existing literatures, this paper first reviews the connotation of industrial upgrading, holds that the industrial upgrading includes the structural upgrading of industries as well as the rising of the value chain within the industry, and that the industrial upgrading and employment are two important issues facing economic development. The two complement each other, are indispensable. On the basis of this, we focus on the analysis of the impact of industrial upgrading on employment, which can be summarized into three effects: First, industrial upgrading can promote employment; second, industrial upgrading can inhibit employment; third, the impact of industrial upgrading on employment is uncertain.
