在铁路局直管站段的新管理体制下,铁路局劳资工作的重点在于制定符合实际的工资总额与经济效益挂钩(以下简称“工效挂钩”)办法。郑州铁路局的指导思想是,坚持效率优先、兼顾公平和按劳分配原则,承认差异,区别对待,理顺关系,平稳过渡,确保全局经营目标的实现。为此,确定不同的工效挂钩指标和方式,工资与运输收入、主要工作量挂钩,并统一口径,合理核定工效挂钩基数,其中包括工资总额基数和挂钩指标基数。还建立健全了工资结算流程和工资总额动态管理制度。
