江苏不同发展水平的常州和连云港农村有着类似于东西部地区的发展差距。通过对两地入户调查数据进行实证比较,以Probit模型估计农户对基础教育需求变化的影响因素,结果表明:农村基础教育需求随着经济发展不断增长,农户具体需求意愿受户主的文化程度、家庭人均消费支出、家庭人均纯收入、同龄青年打工比例等变量影响。这就提示在欠发达的西部地区应克服投入瓶颈、收入瓶颈、制度瓶颈,通过创新投入模式、增长方式和运行机制,来满足农村基础教育需求,从而实现基础教育服务均等化目标。
The different development levels of Jiangsu Changzhou and Lianyungang rural areas have a similar development gap between east and west regions. Through the empirical comparison of household survey data between the two places, Probit model is used to estimate the influencing factors of farmers’ demand for basic education. The results show that the demand for basic education in rural areas grows with the continuous economic development. The specific needs of farmers are affected by the level of education, Per capita consumption expenditure of the family, per capita net income of the family, proportion of young people working in the same age group and other variables. This suggests that underdeveloped western regions should overcome investment bottlenecks, income bottlenecks and institutional bottlenecks and meet the needs of rural basic education through innovative input modes, growth modes and operational mechanisms, so as to achieve the goal of equalization of basic education services.
