《关于社会主义精神文明建设指导方针的决议》是中国共产党以全会的形式就精神文明建设问题作出的第一个决议,是中国社会主义文化建设史上的纲领性文献。邓小平关于精神文明建设战略地位、根本性质、现实意义等论述,为决议的制定和形成奠定了基础:《决议》是以邓小平为核心的中共第二代中央领导集体谋划现代化建设总体布局,提升精神文明建设战略地位,回应各种思潮挑战和谋划文化发展道路的客观结果。邓小平关于精神文明建设基本内容的论述,为《决议》的框架结构提供了指南:以马克思主义为指导思想,坚持共产主义信念和社会主义共同理想,发扬社会主义民主法制和道德风尚,培养社会主义“四有”新人。邓小平关于现代化建设的总体设计,为贯彻落实《精神文明建设决议》指明了方向:强调坚持“两手抓、两手都要硬”的方针,坚定不移地坚持四项基本原则,旗帜鲜明地反对资产阶级自由化思潮。邓小平的相关论述与《精神文明建设决议》使中国共产党文化理论的创新发展进入新阶段。
