当前服务型政府己成为我国行政改革的主导趋势和目标选择,然而服务型政府作为一种政府管理模式,需要强有力的主体基础,需要高素质的执政队伍,而关系到公务员素质能力的重要因素就是公务员的行政人格。本文以服务型政府建构期为背景,借鉴新公共服务理论的基本内容,结合行政人格消极倾向产生的原因,分别从文化、制度、意识三方面探讨了塑造我国公务员行政人格的途径。
At present, service-oriented government has become the dominant trend and target choice of China’s administrative reform. However, as a kind of government management mode, service-oriented government needs a strong foundation of subject, a high-quality governing team and an important factor related to the quality and ability of civil servants Is the administrative personality of civil servants. Based on the construction period of service-oriented government, drawing lessons from the basic content of new public service theory and combining with the reasons for the negative tendency of administrative personality, this article explores the ways of shaping the administrative personality of civil servants from the aspects of culture, system and consciousness respectively.
