禄劝县天保工程从1999年正式启动实施以来,先后开展了公益林建设、森林管护、富余人员分流安置等系列工作,取得了显著的成效。但由于天保政策设计中,后续产业发展的政策缺项,使该县的后续产业发展缓慢,尚未起到支撑经济社会发展的作用。该县的林业能否发展起与生态建设相协调的后续产业,不仅成为生态建设能否长期深入开展的关键,而且关系到广大林农和林区职工的切身利益。现针对禄劝县天保工程后续产业发展存在的主要问题,提出了后续产业发展的思路和对策。
Since its implementation in 1999, Luquan County Natural Forest Protection Project has successively carried out a series of work including public welfare forest construction, forest management and protection, diversion and relocation of surplus personnel and achieved remarkable results. However, due to the lack of policies in the follow-up industrial development in the design of natural security policy, the follow-up industries in this county have been slow to develop and have not yet played a supporting role in economic and social development. Whether the forestry in this county can develop follow-up industries in harmony with ecological construction has not only become the key to the long-term development of ecological construction but also has an immediate bearing on the vital interests of the vast number of forest farmers and forestry workers. In view of the main problems in follow-up industrial development of Luquan County Natural Forest Protection Project, the ideas and countermeasures for the follow-up industrial development are put forward.
