《中华人民共和国公务员法》中的聘任制和与之相承的人事争议仲裁制度是这部新法律的亮点。但是人事争议仲裁制度在主体、客体、内容和过程等方面还存在诸多问题,完善人事争议仲裁制度的途径在于:完善人事争议仲裁制度;设立独立的人事争议仲裁机构,明确其性质;严格保证人事争议仲裁制度的执行;扩大人事争议仲裁制度的范围。
The appointment system in the Law of Civil Servants of the People’s Republic of China and the arbitration system of personnel disputes are the highlights of this new law. However, there are still many problems in the subject, object, content and process of personnel dispute arbitration system. The way to perfect the system of personnel dispute arbitration is to improve the system of personnel dispute arbitration, set up an independent arbitration institution for personnel disputes, clarify its nature, strictly guarantee the personnel The implementation of dispute arbitration system; expanding the scope of personnel dispute arbitration system.
