立足农村实际,在对有代表性的园所及普遍情况把握的基础上,对师资队伍建设、设施配备、资金投入等方面存在的问题进行了客观深入的剖析,找出当前制约学前教育事业的瓶颈因素,从而提出优化农村幼儿教师队伍结构、提高教师待遇、提高专业水平、保障政府投入、均衡配备设施、建立评估机制,实现儿童教育公平等系列对策,对进一步提高农村学前教育水平有现实意义。
