探究甘肃省动物卫生监督系统综合执法改革现状,为新一轮兽医体制改革提供参考。本文以2014—2016年度甘肃省动物卫生监督体系建设数据为对象,着重分析了综合执法改革试点前后所面临的管理机制不完善,监督执法力量削弱,行使委托执法职权风险大,县、乡机构设置有待规范等新老问题,提出了推行畜牧兽医综合执法,积极沟通并争取支持及做好执法衔接,减少职权委托的有关建议,以适应中央的改革部署及更好的依法履职。
To explore the status quo of comprehensive law enforcement reform of Animal Health Supervision System in Gansu Province and provide reference for the new round of veterinary system reform. Based on the data of construction of animal health supervision system in Gansu Province in 2014-2016, this paper focuses on the imperfect management mechanism, the weakening of supervision and law enforcement, the large risk of entrusted law enforcement, the establishment of institutions in counties and townships before and after the comprehensive law enforcement reform pilot Pending the standardization of new and old issues, put forward the implementation of animal husbandry and veterinary comprehensive law enforcement, actively communicate and seek support and do a good job in law enforcement, to reduce the powers and responsibilities of the relevant recommendations to adapt to the reform and deployment of the Central Government and better perform their duties according to law.
