局属工业是为路局运输部门提供机车车辆配件、通讯信号器材、建筑材料的生产厂家和机电设备及装卸机械大修的服务基地。铁路实行大包干以来,使局属工业冲破封闭型结构,走上“一业为主,多种经营”的开放发展道路。但也面临着不少困难:1.企业缺乏真正的自主权。政企合一的管理体制没有得到相应的变革,传统的管理观念把局属工业“服务于”铁路运输看成是“依附于”铁路运输,视为工附业单位,而不是独立经营的商品生产者。生产任务统一下达,劳动人事集中管理,产品计划分配,价格严格控制,工业厂成了行政的附属物,缺乏必要的自主权,使局属工业深化改革步履艰难。
The Bureau of Industry is a service base for the railway transport department to provide spare parts for locomotives and vehicles, communication signal equipment, manufacturers of building materials and overhauls of mechanical and electrical equipment and handling machinery. Since the railway was implemented in a large scale, the industries under its control broke through the closed structure and embarked on an open development path featuring “one industry-based operation and diversified operations.” But it also faces many difficulties: 1. Enterprises lack real autonomy. The management system of the unity of government and enterprises has not been transformed accordingly. The traditional management concept regards the “serving” of railway transportation as “dependent” on railway transportation and is regarded as an industrial unit rather than an independently operated commodity Producer. The unified production of tasks, the centralized management of labor and personnel, the distribution of product plans and the strict control of prices have made the industrial plants an administrative appendage and lack the necessary autonomy to make the subordinate industries deepen the reform with difficulty.
