要约是工资集体协商的第一道工序。不论是企业工会代表职工向企业发出的要约,还是企业经营者向职工方发出的要约,一旦要约发出,就宣布企业的工资集体协商开始。要使工资集体协商取得实效,达到“职工得实惠,企业谋发展”的预期效果,要约显得相当重要。为此,笔者对工资集体协商要约的形式进行了调查研究,找到了灵活多样、且行之有效的形式,即:三个结合。集中要约和临时要约相结合。实践中,一般都在每年的开始即春季或半年,在上级工会组
