1996年中央编委发布的《关于事业单位机构改革的若干意见》中就提出了事业单位分类改革的意见,2004年中央编委牵头的“事业单位改革小组”再次细化了分类改革措施。2012年出台了《中共中央国务院关于分类推进事业单位改革的指导意见》指出,按照社会功能将现有事业单位划分为三个类别。事业单位分类改革已是事业单位改革的大势所趋,本文将从事业单位分类改革的困境和策略出发,论述事业单位改革应注意的问题和措施。
In the Opinions on the Institutional Reforms in Institutions issued by the Central Editorial Board in 1996, opinions on the reform of public institutions were put forward. In 2004, the Reform Commission for Public Institutions under the leadership of the CPC Central Committee further refined the categorical reform measures . In 2012, the Guiding Opinions of the Central Committee of the Communist Party of China on the Reform of Classified Units to Promote Institutions was issued, which states that the existing public institutions should be divided into three categories according to their social functions. Institutional reform has been the reform of public institutions, the general trend, this article will be classified from the plight of the reform and strategy of starting point, discusses the reform of public institutions should pay attention to the problems and measures.
