历史的车轮滚滚前进。我们面前又展现出一九八三年的光辉前景。 一九八二年是中国人民胜利前进的一年。这一年,我们的党召开了第十二次全国代表大会,确定了我国经济建设正确方针;这一年,召开了五届人大第五次会议,通过了《中华人民共和国宪法》,审议批准了《国民经济和社会发展第六个五年计划》。这两次胜利的大会,为我国的社会主义现代化建设事业开拓了更加广阔、坚实的道路。全党同志和全国各族人民正在积极行动起来,万众一心去开创社会主义现代化建设的新局面! 就是在这样的形势下,我们迎来了一九八三年。一九八三年是我国开创新局面的一年,也是实施新宪法,促使我国经济繁荣,长治久安的一年。一九八三年的中国格外引人注目。在新的一年里,中国将向人们展现一幅怎样的建设蓝图呢?最近,本刊记者走访了中央和国务院有关部门,采写了许多激动人心的报道。现在我们从中选择若干篇发表。这些报道尽管没有包括所有部门,但已经向人们展示了一九八三年我国社会主义现代化建设的蓝图。
