《国际卫生条例(2005)》的出台目的旨在在全球化进程加速和人员物资国际流动迅速的今天,最大程度地保证疾病国际传播的安全性和力图减轻突发公共卫生事件的国际影响。从被动的边境防控到积极主动的风险管理战略,也给国家和入境口岸提出了新的要求。在研究《国际卫生条例(2005)》和风险管理理论的基础上,从口岸卫生检疫实际情况出发,对风险管理的含义、判断、与比例原则的关系等问题进行了研究分析,为我国口岸风险管理及公共卫生突发事件应对工作提供了对策依据。
The promulgation of the International Health Regulations (2005) is aimed at ensuring the international dissemination of diseases with maximum safety and striving to reduce the international impact of public health emergencies at a time when the globalization process is accelerating and the international flow of personnel and goods is rapidly moving forward. From passive border control to a proactive risk management strategy, new requirements have also been put on the country and the port of entry. Based on the study of “International Health Regulations (2005)” and risk management theory, the paper analyzes the meaning, judgment and relationship of risk management of port health from the actual situation of port health and quarantine, Management and public health emergency response to provide a countermeasure basis.
