本标准草案是根据国际无损检测界的共同要求,由国际标准化组织[ISO]的无损检测专业委员会(TC135)的所属人员资格鉴定第7分委员会起草(起草小组由法、加、日、国际原子能机构四个会员组成)编写的。在1983年9月渥太华与1985年2月巴黎会议讨论的基础上,提出了第一稿。在广泛征求意见后,手1986年5月在米兰召开的由35名ISO成员国参加的会议上进行了讨论,后经补充、修改后于1986年8月发出第二稿供各国表决提意见。此稿是1987年2月的文本。由于无损检测应用的成效取决于从事该项检测人员的素质与技术水平。因此,如何培训、考核与鉴定人员的资格事关重要。本标准是国际范围内的协调产物,我国作为ISO组织的积极(ρ)会员,有责任也有权利时标准草案提出意见与建议。希望广大读者能将读后建议寄本编辑部,以便转交无损检测标委会,整理后统一向ISO组织提出。
This draft standard is drafted by Subcommittee 7 on Qualification of Subordinates under the Non-destructive Testing Commission (TC135) of the International Organization for Standardization (ISO) according to the common requirements of the international non-destructive testing community (the drafting group is composed of the French, Canadian, Japanese and International Atomic Energy Organization composed of four members). The first draft was presented on the basis of discussions held in Ottawa in September 1983 with the Paris meeting in February 1985. After extensive solicitation of opinions, he held a discussion in a meeting attended by 35 ISO member states in Milan in May 1986 and, after it was supplemented and amended, issued the second draft in August 1986 for the vote of States. This draft is the text of February 1987. As the effectiveness of non-destructive testing applications depends on the quality and technical level of the inspectors. Therefore, how to train, appraise and qualify the qualifications of personnel is very important. This standard is the product of the coordination within the international community. As an active (ρ) member of our ISO organization, our country has the responsibility and right and time standard draft to make comments and suggestions. Hope that the majority of readers can read the recommendations sent to the editorial department, in order to be forwarded to the non-destructive testing standard committee, after finishing uniform to the ISO organization.
