中央文献出版社出版的13卷本第4卷中,收录了毛泽东主席1953年10月18日.文稿注释:毛泽东主席的这篇谈话,是由西藏国庆观礼团团长,时任西藏地方政府噶伦、中国人民解放军西藏军区第二副司令员的朵噶·彭措饶杰于1954年6月25日至27日分3次在中央人民广播电台用藏语向西藏僧俗官员和人民群众的广播中转述的,并于同年6月29日在上发表.
