本文结合了我国建筑节能质量监管的现状与借鉴国外监管模式,建立三大建筑节能质量监督管理体系并进一步提出了:以信息技术为支撑点,实现监督管理的信息化和网络化,实现监督方法的科学化;督促委托的质量检测机构不断创新和改进检测设备和仪器,以保证政府对建筑节能质量监督管理的科学性、有效性和监管效率的监督管理手段和方法。
