国有企业党建创新的一个重要内容,是要在党务工作职责上进行拓展。国有企业党组织既要坚持和落实党章规定的基本任务和职责,同时,又应该立足于建立和完善现代企业制度的要求,结合企业实际,在以下三个领域拓展工作。一是把党管干部原则拓展到党管人才和人力资源开发。坚持党管人才是党管干部原则的延伸和发展,是提升企业竞争力的重要手段。企业党组织要积极实施“人才强企”战略,要建立市场化配置人才机制,紧紧抓住人才培养、吸引、使用三个环节,加强人才资源能力建设。我们的关注点不仅仅在提拔几个中层干部上,而要关注创新人才工作机制,优化人才队伍结构,强化人才激励机制,把更多的人培养成企业有用的人。要把培养和造就优秀的企业家作为企业人才队伍建设的核心,加快形成有利于企业经营管理人才成长的新机制,为企业提高核心竞争能力,为企业的全面发展,提供人力资源的支撑。
An important part of party building in state-owned enterprises is to expand their duties in party affairs. The party organizations in state-owned enterprises must not only uphold and implement the basic tasks and responsibilities stipulated in the party constitution, but at the same time, should expand their work in the following three fields based on the requirements of establishing and perfecting the modern enterprise system in light of the actual conditions of the enterprises. First, we should extend the principle of party management and cadres to the development of party personnel and human resources. To uphold the principle of managing party personnel as the extension and development of the principle of party management cadres is an important measure to enhance the competitiveness of enterprises. The party organizations of enterprises should actively implement the strategy of “strengthening enterprises with talents”, establish market-oriented allocation mechanism for qualified personnel, and firmly grasp the three aspects of personnel training, attraction and use to strengthen capacity-building of human resources. Our focus is not only on the promotion of a few middle-level cadres, but on the working mechanism of innovative talents, optimizing the structure of qualified personnel, strengthening the incentive mechanism for qualified personnel, and training more people to be useful to the enterprise. It is necessary to cultivate and create excellent entrepreneurs as the core of the building of a contingent of qualified personnel, speed up the formation of a new mechanism conducive to the growth of business management personnel, enhance the core competitiveness of enterprises, and provide the human resources support for the all-round development of an enterprise.
